I created a simple tool that will allow you to easily create a livejournal icon. Not only does it resize an image below 100x100 but you can add a border and text to your icon. There are also bookmarklets that will allow you to instantly create an icon with the click of a button. Feel free to pass the link along.

Known Issues:- Cannot upload files over 8MB, That's per my host, I can't do anything about it.
- Some special characters won't show up on the image and you may lose some of the text.
